I had a similar experience, but I wouldn't have described it the same way. I refactored the approximate search to be about twice as fast, but didn't have the energy to follow the How to Contribute guidelines. So I sent the whole patch to the mailing list, and Otis eventually plugged it or a variant of it in. I don't see how the Lucene project could've made contributing any easier given its scope. The unit testing and build frameworks in place with Ant are also super-easy to use, which is probably the biggest hurdle in most projects.
